Governor Barchok appears before the senate

The Bomet County expenditure of Sh90 million to enable public involvement during the 2019–20 fiscal year has been called into question by the County Public Accounts Committee (CPAC) of the Senate.

 

According to Auditor General Nancy Gathungu's report, the County broke the law when it used the funds to support initiatives paid for by imprests given to different officers.

 

This, according to the Auditor General, was against the 2015 Public Finance Management (County Governments) Rules.

 

Governor Barchok defended the expense when he appeared before the Committee, which was presided over by Homa Bay Senator Moses Kajwang, saying that it had been used to purchase food and cover transportation costs for citizens in the 25 wards.

Additionally, the audit showed that the funds were received outside of the Consolidated Financial Management Information System (Ifmis).

 

The H Governor appeared before the committee on Monday and said, "You never know who will come when you organize such engagement forums.

 

According to him, the money is typically handled as Authority to Incur Expenditure (AIE) and the authorized officials are held accountable in accordance with the law.

 

The funds are used not only to reimburse attendees but also to rent tents, pay for the PA system, and compensate the forum facilitators.

 

Members of the Committee, however, objected to the expense and informed the Governor that he lacked the power to make it.

 

Nairobi Senator Edwin Sifuna criticized the spending for being insufficient.

The County did not provide tents or even papers to show payments to the transport service providers.

 

He expressed doubt about the quality of a platform set up in this way, fearing that it might just serve as a rubber stamp for the Governor's opinions.

 

Senator Sifuna questioned the Governor, "Show us a document demonstrating that people signed to receive the money," and demanded that he detail the payment.

 

Sen. Okiya Omtatah of Busia said the gift was unlawful because it was not permitted by the law.
